The DC Housing Authority (DCHA), Urban Atlantic, Forest City Washington, and other city and community officials celebrated the arrival of The Bixby with a ribbon cutting on Dec. 13.
The $54 million, 195-unit building in the Capitol Riverfront area includes 39 replacement units as part of the fifth phase of the Capper/Carrollsburg redevelopment.
“A clear goal of the Bowser administration is to provide more affordable and safe places to live for all District residents,” said Brian Kenner, deputy mayor for planning & economic development. “We continue to deliver on that promise with the opening of The Bixby, a development that includes affordable housing and greater economic opportunity in our growing Navy Yard neighborhood.”
The Bixby is one example of the innovative solutions DCHA and its partners have implemented in order to ensure DC remains an attractive place for residents of all income levels. Since 2001 the District has experienced steady population growth that underscores the increasing need for affordable housing in the Capitol Quarter/Navy Yard neighborhood and across the city.
“The DCHA Board is committed to helping the District remain as a viable option for working families that desire rental housing. We are pleased that having the 39 affordable public housing units in this great building also keeps the agency on track to achieve the one-for-one replacement of public housing units in this redeveloped community,” said DCHA Board of Commissioners Chairman Terri Thompson.
“I am proud to welcome home former Capper/Carrollsburg residents and new community members to this fantastic neighborhood,” said DCHA Executive Director Adrianne Todman. “As promised, DCHA has continued to rebuild the public housing that was torn down years ago. With The Bixby, this growing community now has 438 new homes for low-income families.”
The entire neighborhood was acknowledged by Urban Land Institute with its Impact Award in 2015 for being a development that represents great promise and forward thinking with respect to the responsible land use.
“The opening of The Bixby is an important step toward fulfilling the promise of the redevelopment of the former Capper and Carrollsburg public housing communities. This beautiful mixed-income building adds to the vibrancy of Ward 6 and shows what we can do together working for the District’s residents,” said Ward 6 Councilmember Charles Allen.
“Urban Atlantic is proud to continue its partnership with the District of Columbia Housing Authority and Forest City to redevelop the Capper/Carrollsburg community as we open The Bixby, a beautiful new Class A apartment building that affordable and market rate renters alike will call home,” said Vicki Davis, president of Urban Atlantic Development. “This building offers residents brand new apartment units and amenities, as well as incredible proximity to employment, retail, recreation, and public transportation.”
Deborah Ratner Salzberg, president of Forest City Washington, said “Forest City worked in close partnership with the DC Housing Authority and Urban Atlantic to make this project happen and we are very excited to officially open The Bixby.”
The Bixby, located at 601 L St. SE, features studio to four-bedroom units and luxury apartment amenities, including a rooftop pool, that are available to all residents.
